Their feces are all over people's backyards and flower beds.

I know this is not the answer you are trying to get, but put moth balls in your yards and especially gardens. This is a cheap deterrent. You will have to reapply after rains, though. Your neighbors it's probably thought they were doing a good deed because this area is overrun with animals that owners aren't willing to spay and neuter. It got out of hand, most likely and they don't know what to do. Sending the animals to the pound to die is not a solution either! I hope your situation gets better! (Ps, the more fixed cats there are, the less feral ones will come around - catch and fox a few yourselves!)
