    The cat population has increased. The owner will not do anything to decrease the number of cats. They defecate and urinate everywhere in neighbor's yards. Owner even throw food to neighbor's yards so his cats have something to eat. They may even stay inside of car engine causing mechanical damages. Why HOA and animal control would not do anything about this?
