It looks like Elm Street is being re-paved in this section! There is a lot of bike traffic, as this is the route people traveling from downtown to Westville and Edgewood usually take. Why not paint a bike lane on the road while it's fresh?

There are a number of ideas posted by the community and also considered by the department in terms of bicycle improvements on Elm St. Shared lane markings, bike lanes and the possibility of a cycle track design on a segement of Elm are all considerations at the moment. So, Elm Street was re-paved without any attention given to the city and State's Complete Streets Law, that requires accommodation of all users? That represents a serious violation of city and state policy, and I hope you have contacted all of your elected officials about this, if true.
I agree that Elm Street urgently needs a Class A bike facility (buffered bike lane or cycle track), at least until it reaches Winthrop or Norton (at that point, most cyclists ride over to Edgewood to continue riding west).
