Googling phrases like "CT building fire codes" lands you at this (http://www.portal.ct.gov/DAS/Office-of-State-Building-Inspector/Connecticut-State-Building-Code/Regulations) which has PDFs you could wade through. But if you have an immediate concern I would talk to LCI, possibly even just walking over, since 831 Chapel is literally around the corner from the LCI office.

Yes, it may be easiest to ask LCI.
Just looking at the most current building code may be misleading. For example, I think the current code requires all smoke/co2 detectors to be interconnected - not exactly an easy or cheap retrofit to an existing building, nor is it required for landlords of existing buildings to update with each new code revision.
There is probably a minimum requirement for safe housing, that's what you need.
