I hope the city will follow this up with real consequence for the tenant or property owner, whichever is living there. Until the city starts citing and imposing fines, this sort of activity will not stop. Irresponsible people in our neighborhood have gotten away with this sort activity for over a decade and now feel entitled to do as they please regardless of the LAW and how hard some of us work at keeping our neighborhood clean.

Same owner that stated she didn't mind drug dealer sitting on her fence.."that way they won't bother me". So, again someone who bought a house..not the neighborhood idea. "If you're not part of the solution...you ARE part of the problem..!"

Btw..that's a great picture..it clearly shows a clean and clear street with the exception of the problem property.

Neighbors, in the past, have had to continuously move the debris from the drainage lanes in front of this property as it obstructs the flow of the storm waters into the main drain at the corner of Barton Ave. and Brookland Park Blvd. We have also had to remove huge clumps of weeds and debris from the drainage lanes, again storm water is unable to flow to the main drain and will pool in the streets impeding traffic at times.

Storm water run off which is supposed to run down the drain lanes on the street are now blocked from flowing into the main drain as leaves, paper, trash, branches and debris are compacted at this site.

Rain is in the forecast!! Stormwater drains are blocked at this address!!!

12/07/2012 – Thank you so much for sharing your very important concern with the City of Richmond government. This situation with leaves raked into street after signage posting and vacuuming has been placed before Leaf Management Team (20020876588) for consideration. Normally leaves that are raked to street after sign posting and vacuuming end up being collected during the 2nd Cycle for vacs unless the residence in questions bags leaves for removal or pays the $75.00 special vacuum service fee.

if history repeats itself....she will do neither. Residents have been 'forced' to take their own shovels and push the debris down the street, collect and bag. Again, this is only done because her property drain lanes effect our drain off in to the Storm water drain at the end of the block. Our waters run down past [or pooled in this case] her property.

Our 2nd cycle has long past ~ our leaves were vacuumed almost a week and a half ago. All residents were made aware of the pickup as there were 6 signs posted on our block alone...

We have been unsuccessful in having this resident keep the debris picked up from the lawn. Debris is cleared, bagged and disposed of on a regular basis by neighbors. She consistently allows spill overs into the sidewalks, roadways, alleyways..etc.

We are merely asking the city to make her 'aware' of her negligence and ask that she fix it. Giving her the benefit of the doubt ~ it just may be her pure ignorance of the city codes. Though we find it hard to believe as she has a long list of issues that she has been cited for in the past.

Sidebar: We, the neighbors, shoveled, cut, raked over 880 lbs of debris from the back of her property on December 1, 2012. The debris was taken to the city dump and recorded as such. Pictures of both before and after are available.

Again...she hired someone to blow all the debris, litter and leaves out onto our Avenue....after the Neighborhood Cleanup and after the Leaf Vacuuming provided by the city.

so, after last weeks storm....the drainage system, as was expected, did not work. Water pooled out into the roadway and backed up down the block. Hats off to this homeowner for consistently being a horses backside!!

We would like to thank all the members of the community ~EXCEPT the Actual HOMEOWNER WHO DID NOTHING. We as a community went out in the rain and shoveled her debris before the final street/leaf cleaning processed in February 2013. If we are fortunate she will move to another city ~ SOON!!!

BTW...THE Leaf cleanup team did an outstanding job~!!!!!
