Sharraxaadda

My dog was sniffing the base of the electrical pole in front of the school and he suddenly got shocked. I heard a hissing sound right before it happened and he jumped really high. There were no insects or animals or any vegetation around the pole, so I am quite sure he received an electrical shock. I am concerned because this is right in front of an elementary school and kids play around these poles all the time.
