Alleys, driveways and/or retaining walls are private property. They belong to you, the property owner; the City does not own or maintain them. It is your responsibility to maintain them in a safe and sanitary condition. All abutting owners, generally, have the right to use the entire length of an alley way or driveway (This is written in your deed.)

Who is responsible for cleaning Alleys and Driveways? Cleaning of Alleys and Driveways is the sole responsibility of the property owner. The City of Philadelphia Community Partnership Program (CPP) will assist residents by lending supplies such as rakes, brooms, shovels for them to cleanup alleyways, driveways, parks etc. CPP can be reached at 215-685-9558 or http://www.phila.gov/qualityoflife/Community_Partnership.html
