This is at least the 4th time I've reported this. The garbage in the alley is disgusting; it's all out of the bags!! Rats are having a ball!!! You've helped me before; please help me again. Wait til you see it; it's the worst I've ever seen. HELP!!!!

Speak to your messy neighbors about their trash. Maybe they will pick it up if they realize it is an issue. They will never learn to pick up after themselves if the city keeps coming to do it for them.
Now that the snow is melted away, all the cities garbage is visible. If we all just picked up the garbage we encounter near our homes, Troy would be a much nicer place. We can't just wait for someone else to do it.
A few years ago the city forced all landlords to sign up on the landlord registry to help in dealing with problems like this. Every rental property in Troy is supposed to have a LOCAL property manager listed in the landlord registry.
I'm sure that each and every property manager listed on the registry is not called by the city to verify their existence. Because of this, it is easy for an absentee landlord to write in a fictitious property manager.
That may be what is happening in the case your the absentee landlord in question.

Billie-Jean, I may be able to help out sometime in the future; for now, I'm facing surgery and will be out of commission for sometime to come. This is partly why I need help with this garbage situation. The garbage was picked up yesterday; now all that's left is the garbage that didn't get picked up; that is, the garbage that fell out of untied bags and got strewned all over. The rats are having a ball !!!!!!! I am grateful for any help I can get; this is an awful situation.

Did you have specific house numbers that are an issue? Or just the alley in general?
Councilman Mark McGrath took a ride down the alley and said it looked decent, but would need more specific locations (house numbers) to tell if was a code issue, etc.

Yes, right at 25 120th Street, which is located at the corner of the alley in which I speak. It has been somewhat cleaned up since I sent my first comment to "Fix". There is still some broken boards and other garbage there but not as bad as it was. So Mark is right; it's pretty decent. But it won't last; you will, undoubtedly, hear from me again.
In the meantime, thank you so very much for your assistance. I really appreciate it.

I received this email from Councilman McGrath today:
"Went with code up there today and 25 120th was clean, however two houses north the tenants have just recently been evicted for throwing garbage in their yard and the corner house on the alley at 121 st has been given their final code notice to clean it or they will appear in court. Please tell Mrs. McNary (sp). Thanks"

I live at 25 120th; that's why it was clean!!! I gave my address as the garbage is across the alley from my house.
Glad to hear that they are cleaning things up. Tell Mr. McGrath that I'm most grateful and will keep as much an eye as I can on the neighborhood since I work full time.

If the landlord in an absentee... Mark McGrath should check the landlord registry and find out who the local building manager is. Every absentee landlord MUST provide the city with contact info of a local property manager who can be contacted if issues like this arise.
The landlord needs to be held accountable.

I totaly agree with that. If the landlord is truly held accountable, then I would think that things would improve considerably.
There has to be recourse somewhere.
