I have called Fort Worth News paper to tell them to stop throwing news papers in my yard but they keep delivering them after several attempts to get them to stop.

Shari, I'm sorry to hear that the city hasn't been able to help with this matter. We may or may not have jurisdiction, I have no idea since I don't work in Code or the City Attorneys Office.
It is annoying, but instead of 3-1-1 try reporting the matter directly to the Code Compliance department and reporting the person who is throwing the paper as a litterer. Try to get a picture or description of the person, their car or their license plate to share with Code. Again, I don't work in Code so I have no idea of that approach will work or not...but it may be worth a try. You might also try calling the City Attorney's Office to ask if the city can help or not. For Code and the City Attorney's Office dial 214-670-5711 and then follow the prompts.
One (admittedly desperate) thing I did after unsuccessfully asking them to stop was I collected all of the junk newspapers that were placed in my yard by the Dallas Morning News for about six months, then I left them on the front lawn of their offices on Young Street one night. I'm not saying you should do this...but surprisingly I haven't gotten anymore delivered to my house. Good luck!

Thank you!! I thought of doing that very same thing (Collecting all of them and returning them back to their rightful owner).
I'll attempt to call the number you gave me. I'll keep you posted, hopefully it will get resolved.
