People race down Front - often through the stop sign, on Front, where Lewis spills into Front. The road curves here and is dangerous. The NEw Haven Police have been staked out here the last couple of months, so there is A LOT of evidence about this problem spot. It is SO DANGEROUS TO CROSS THE STREET here. A raised crosswalk would stop the speeders who fly through that stop sign. Someone will get killed here.

Too bad they don't have an online form/don't automatically consider SeeClickFix reports to be complete streets requests.
I also can't figure out what you are supposed to do with the form once you fill it out.

I agree this is of crucial importance.
Have you considered working with your local Aldermen & neighbors to submit a "Complete Streets Request Form"? They are available at http://www.cityofnewhaven.com/Engineering/completestreets.asp. Just drop them at the Engineering department when completed.
New Haven's Complete Streets manual has been widely recognized as one of the best in the country, but requires ongoing public pressure -- I believe that getting these types of public requests on the official record, alongside similar requests from the many other neighborhoods within New Haven, will help provide an impetus for the city improve the safety of roadways over time. The requests will be documented in annual reports and implementation (or lack of) can be tracked each year.
If you need help completing the form itself you may want to contact your local alderperson, some of the folks at New Haven Safe Streets at newhavensafestreets at gmail.com or folks at Elm City Cycling, a bike/pedestrian advocacy group at elmcitycycling.org.
If you don't submit a form I think it's less likely you will see improvements, just based on the fact that many other neighborhoods are submitting them right now and might be "first in line." I've seen a bunch submitted in Westville, Dixwell and Downtown recently.
