I suspect the underlying issue might be an excessive amount of space on Howard, which permits drivers to take the corner at a wider angle (meaning they don't have to slow down to make the turn). Would you agree with this assessment?
"Traffic calming" techniques, such as a green median down the middle of Howard [giving it a "parkway" look] and corner bump-outs at particularly problematic intersections such as Sea & Howard, Sixth & Howard, Fifth & Howard, Second & Howard would not only slow down traffic, but would be aesthetically appealing.

Mike Piscitelli (Traffic, Transportation and Parking Dept) and Douglas Haslauden (from Safe Streets) will discuss the pros and cons of the various traffic calming measures available for our neighborhood & provide an overview of the Safe Streets program. (Mr. Piscitelli also will provide an overview of other transportation projects happening in the city.) 5 PM: Meet on the Howard Avenue Bridge (over I-95) for (optional) walking tour with city officials, where residents can point out specific concerns. 5:30 PM: Pequonnock Yacht Club, 100 South Water Street (second floor of the Sage restaurant building) for the regular meeting.
Anna M., President of the City Point Historic District Neighborhood Assoc. has been very active in working on the Complete Streets project for all of City Point (including the portion north of the highway). If you live in the historic district, you should have her contact info.
Beware, the CT DOT has plans to close exit 44 (Kimberley Ave. exit) and direct all of that traffic onto the Boulevard, exit 45, which will mean a ton of extra traffic on Sea St. and Howard Ave. That unnecessarily huge Howard Ave bridge, which the CT DOT built over I95, can easily accommodate trucks and tons of cars. CT DOT - ruining Connecticut for the past 50 years...
