When is the City of Houston allow the HPD to clean out this camp ground? Are the tax paying law abiding citizens going to have to live with this until someone is raped, mugged, murdered or robbed?
I was told that HPD is not allowed to move people off public property unless a citizen witnesses a crime and calls 911.
