As of June 2013, it still does not drain. In heavy rain it is under water even though the street-level grate is open. Its neighbor around the corner works fine and takes the water.
October 2013, drain still doesn't work. Seems to be open at street level but not draining at all. Street floods on heavy rain and water goes down drain around the corner on W Elm.
The laterals at this location are scheduled to be jetted sometime in the next 2 weeks to try to alleviate this problem. However, this may not be successful, as there are technical problems due to the way the utilities in this area were laid out in 1925 to avoid conflicts. Please bear with us on this. It might take some time to solve the problems.
The lateral was jetted on 10/24/13, and water now flows from the catch basin. However, there is a suspected break in the lateral, and it will be CCTVed in the next few weeks to determine the extent of the problem. Repairs will be scheduled in due course if required.
But it doesn't actually work. The water pools and does not drain at all. Street floods. Look again -- this one must have been missed, or something else is wrong.
Here is a still image of the drain, which is not blocked at street level, but zero water is flowing. And here is a video showing zero drainage. Something is wrong down below.
