Because of the millions of tax payer dollars that is being spent repeatedly removing graffiti from buildings and it seems to only be getting worse. Why is it that Oakland does not prosecute taggers and repeated taggers like San Francisco and other cities. I have gone to certain neighborhoods in oakland and I see no graffiti. I go to west and east oakland and it is everywhere. Does the law not apply here? I believe this would deter the problem. Require them to remove graffiti for restitution. Many citizens wouldn't mind our tax money spend for better things such as new freeway railings etc.
