I agree this is a bad situation. How about something like a tabled intersection? In Cambridge, MA, raised intersections reduced the amount of speeding from about 60% of all vehicles to about 5-10% of all vehicles.
I'm with Mark: Excellent idea. Raised intersections would be a good idea for most of these smaller streets. Can't really see a downside in discouraging leadfooted backstreet driving.
I think the '"off-ramp" from Flatbush onto Carlton puts people into a highway mentality, which makes the intersection of Carlton and Park Pl very treacherous, and has ripple effects further down Carlton. The DOT should remove the off-ramp, make it a plaza, and make traffic from Flatbush turn right on Park Pl, then left on Carlton. That would solve both problems.
