I'm afraid to say you stand little to no chance of any permanent action or action against the posters being taken. You'll have to raise this at City Hall, find council members to champion your cause and put in a lot of effort to make it happen. I'll give you an example where people did try to do something about signs and failed:
Several people in the neighborhood waged a quite lengthy battle against the "have van" guy who plasters his signs over every single electric pole in our neighborhood and extensively in other cities in the East Bay. A few temporary postings for neighborhood serving purposes (lost pet, upcoming event) are fine by me but this guy causes blight and renews his signs weekly. Those who don't like them have to rip them down every single Monday. Attempts to call him or talk to him in person about the fly-postings were met with hostility and abuse. So the people raised this at our community meetings with OPD and City folks, several years back and someone in the city helped out and discovered his business is not licensed and his van he uses isn't license for commercial use either. However they refused to go further and take action for reasons I don't recall, probably because being "anti business" or against the little guy isn't popular.
I have nothing against someone trying to make a living but shouldn't he have to advertise in normal ways and not litter our streets? And shouldn't he have to register his business and vehicle just like anyone else who does things above board? Apparently not.
Still so long as we have a trash problem and graffiti problem I would rather city staff deal with those first, even if you regard illegal signs as another form of graffiti.
I humbly suggest you form a posy and remove the signs yourself. After a year of diligently removing the have van signs I gave up myself, I suspect your posters may be less persistent.
