City Code appears to make parking in bicycle lanes unlawful and violators are subject to a parking ticket. However, the code indicates that bike lanes created before the public had a chance to make comments on the project are not included in the parking prohibitions. See Traffic Schedule No. 26 at https://www.google.com/search?q=raleigh+bicylce+lanes+Traffic+Schedule+no.+26&rls=com.microsoft:en-US&ie=UTF-8&oe=UTF-8&startIndex=&startPage=1&gws_rd=ssl . So a citizen can park in some lanes in the City, but not in others.
The bike lane on St. Albans is included in the “No Parking” provisions of Traffic Schedule No. 26. The area is not posted as a “No Parking in Bike Lane” section. Until this is done, staff will not write tickets.
