As she is obviously not living at this address it is unknown whether she is deceased or if she has moved. Either way someone is supposed to be managing the property. City Code dictates that minimum standards are to be in place otherwise the house is considered abandoned and/or is to be posted as condemned.
Insofar as as trespassers on the property,police have been called to no avail. Citations should be presented to the trespassers and owners of the property for the following:
Drug Blight Richmond Code 14-116-14-118 Class 1 Misdemeanor
Alcohol Nuisance Virginia Code 4.1-317 [Contact ABC] Class 1 Misdemeanor
Disorderly Conduct Richmond Code 66-154 Class 1 Misdemeanor
Class 1 Misdemeanor is up to twelve (12) months in Jail and $2,500.00 in fines, either or both - for each charge.
