Please consider attending the Quality of Life issues in Hartford. This topic should be discussed on Sept. 7, at the City of Hartford's meeting. Hartford's "south district," which includes the Behind the Rocks, South End, South Meadows, Frog Hollow, Parkville, Barry Square and Southwest neighborhoods, among others. I'll find out the time and place. I really think that this is getting back to being a real problem. Last week they were in Colt Park, too. LOTS of them. It was scary.
The meeting will be held, Saturday, Sept 7th at Pope Park Rec Center. Please consider attending. It will really help to have others with real information.
The ATV issue will continue throughout Hartford until the police are allowed to address this issue. They can't go on to the property where these ATV'S are located also they aren't allowed to pursue them. This will continue to be an issue.
But if police are able to pull them over, as does happen, the cops should actually enforce the law. I've watched police threaten to confiscate an ATV, then relent under the condition that the motorist (who was on probation!) park it in a nearby garage. Not ten minutes after police pulled away, the ATV was back on the street, popping wheelies and being reckless.
It is indeed still happening. There is a group of about 6 ATVs that seem to frequent the Southend; especially during snowstorms &, in the Summer months.
I've been told by public officials that police chasing them down is out of the question, due to legal issues. There has to be some kind of recourse however.
Maybe a citywide ban or ordinance with a hefty fee or ticketing? Also, I think we as neighbors have to report anyone who owns & rides these things in town. We just need to know whom to report them to...
The Police threatening to confiscate ATVs' is a joke. Whereas I believe in the Chief and his force, the City of Hartford has no Balls do to anything about this problem
Last year I witnessed an officer actually manage to get the keys from an ATV rider, but instead of confiscating the bike, he ended up letting the person take it home under the verbal promise that he would not be riding it on the streets. He put it down the street in a driveway. Not 5 minutes after cops rolled away, he was back riding that ATV down the street at high speeds and of course, with no helmet. I don't know if I'm more bothered by the disregard for their own safety and lives, or their disregard for everybody else.
The activity is still ongoing -especially over weekends & on hot days. I've noticed that the riders seem to be overwhelmingly underage so that is a grave concern. Also (as this is centered in the Brunswick Street area) it is a contributing factor in the traffic issues I reported in another complaint on behalf of my neighbors & myself. Brunswick is a frequent & ongoing "problem area" that needs to be addressed.

There is a citywide ban, hefty fines and confiscation. There's no enforcement, though.
New Haven has addressed this, but Hartford won't deign to. It must be considered it part of a tourism campaign.
