The timing and defaults on this signal have been noted to the City numerous times in the past two years and has not been updated. The signal is not set to service the higher and most frequent traffic volumes and operating characteristics.

What kind of a response is this? There is a problem with this light and it needs to be corrected. The reasoning that this light needs to be dedicated to Dartmouth to prevent traffic build up from blocking Six forks is nonsense. If the city is not going to use this software as it was intended, then get rid of it.

You need to have a different traffic engineer with the City to re-study this intersection, or hire a reputable engineering firm to take a true independent look at the situation. Either way, you need an objective engineer who uses true engineering logic and theory, not one who is just using a cookbook or going by general statements and approaches only without thinking through what is really going on. Good Afternoon, A City of Raleigh Traffic Signal technician monitored this intersection and found all to be working properly. The problem that was found is as you described, but it was not a functionality problem. It was the construction trucks waiting to get into the construction site. The trucks are sitting on the detection loops for main street causing them to max out the allotted time. It was also noted, the side street traffic was pre-occupied with other things and not paying attention which led to a gap out in detection resulting in a short cycle. One person not paying attention and missing the light just causes the situation to worsen for the traffic behind them. The detection loop is located behind the stopbar (solid white line across lane) and if vehicles do not get on the loop within seconds of the other vehicle getting off the loop, the controller thinks that vehicles aren't present and cycles back to the main street. If side street traffic moves correctly, that movement is allotted 30 second of green time but in order to receive this time, drivers need to be alert. However, staff will adjust timings to alleviate some of the delay. Once construction is complete, the system will be returned back to original timings. Thanks and have a good day

My initial report of this light problem was noted at 6:30 am. There was no traffic present except for me and one other vehicle crossing Dartmouth heading towards Harris Teeter. I sat there while the light was green for Dartmouth for 25 seconds. When the light went green for St. Albans, it was only green for 7 seconds. The light favors Dartmouth and has always been timed this way. I hope this give you a better understanding of the issue. Please correct this.

The bottom line is that there is more traffic movement along St. Albans Drive than along Dartmouth Road. The signal needs to be adjusted to favor the actual traffic demands and movements.

You mentioned only you and one other car was present. If you got a green light for 7 seconds, that is sufficient for you to clear the intersection. It will then revert back to main street and rest there till additional traffic is detected on the side street. What is the issue and what do you want them to fix?
As a traffic engineer for over 20 years I'm not seeing a issue.

The issue is the short amount of time the light is green for St.Albans (and not just at 6:30am) where the majority of the traffic is.
I see no point in holding cars idling when no traffic is present on Dartmouth. Again, the light is dedicated to the wrong street.

I would imagine it's the needless wait he has issue with. I would agree. At that intersection, I'm often waiting while the green light serves non-existent traffic. In perspective, it's just a half minute or so. But we all know how a few seconds can be frustrating while driving (not saying it's logical), especially when it's needless.

The point is that St. Albans should possibly be the default phase, not Dartmouth. Also, as St. Albans is the heavier traffic, it should receive more green time than 7 seconds.

Continued: Either way the St. Albans phase should have additional maximum green time when vehicles are backed up.

Mr verified official please identify yourself so I can talk to you on the phone about this. The location has been given as it is in any ticket about a malfunctioning traffic signal. This signal needs to be corrected and as you can see in this ticket several residents also agree.

I am not interested in the engineering of this signal because the engineering/programming is incorrect.
What I am interested in is this light being re-timed correctly. This morning at 6:45 am there were 3 cars waiting on St.Albans to cross Dartmouth heading toward Harris Teeter and 2 cars waiting on St. Albans waiting to go the other direction. We waited 25 seconds for the light to change all while no traffic was present on Dartmouth. When the light changed, it was green for 10 seconds.
