Construction for the Bridge is active and the utilities are being put in, BUT there seems to be NO plans for lighting for pedestrians under the bridge, and NO lighting on the street . THIS IS THE TIME TO CORRECT THE Situation, now that they are putting the utilities in

This would be a huge mistake for the City and State to make. This highway divides State Street, and a good lighting plan, scaled to pedestrians, would go a long way to linking these halves of State Street together again.
Underpasses are usually scary and dark. Someone at the State needs to be thinking of how this one can be activated and made nice, and someone from the City may have to persuade them to do this.

Is this a fact or is it conjecture? I understand both parties who chimed in here are developers (a little full disclosure would have been nice since Mr Montelli has a direct stake in the issue) and I also assume there is a bit of expertise involved but to me it seems that you both may be jumping the gun unless someone else connected to the project can confirm or deny that there will be no lighting.
The development going up now on State near the bridge has an especially large stake in this. Connectivity to the developments (hopefully) to come across the river (existing crossfit and potential development of CT Transit building) and the character of said eventual development could be swayed if the bridge isn't "scary" to the new upscale developments new upscale residents.
Regardless, all this may be a tempest in a teapot if there are actually plans to include lighting and they have made unconventional or less obvious plans to do so.

Full disclosure? I have met more than a dozen times with groups of people from East Rock; my name has been in the paper many times since we went through the approval process in the fall of 2013; I have met many of our neighbors; and I am at the site every week. It is not a secret I am developing the project on State Street. Many people know this. Also, unlike you, I don't stand behind an alias on this post, which I think further demonstrates full disclosure.
One of my jobs as developer is to be the advocate for the future residents of our community. But what we are building is only part of the existing East Rock community. The added lighting would benefit the entire community, on both sides of the highway.
