It is so disheartening to see every day law abiding motorist forced to drive through red traffic signals. New Haven has a reputation in many areas, but this morning I am discussing the reputation of a failed traffic management system citywide. I moved here in 1997 from a town outside of Hartford that had fully functioning traffic signals. We did not need an app
