Can someone explain why this is re categorized? Are rats not indicative of an environmental health concern?

This is my third request on SeeClickFix, plus I called the city of New Haven and left a message with no response or return phone call.

This rats can produce like wildfire we need to do something quickly it truly is a environmental concern for obvious reasons they are highly diseased. I’m very worried and concerned about this.

So my environmental concerns have been reissued to lots and yards please provide me the meaning of who would be providing resolutions to that and how ?
