This is hard to track but if you ever witness this try to take down the plate number, truck number, or police car number which are displayed on the vehicle. Due to the recent accidents of city vehicles, the Mayor implemented stricter policies regarding city owned vehicles.
It would be best to contact the Mayor's office if you witness this happening again, and they can be reached at 860-757-9500.
