As these buildings are in a state of limbo between ownership,
the City facilities department will only remove graffiti of an offensive or graphic nature.

As a Crime Prevention member I do actually understand your questions regarding the activity that continues within this neighbourhood. The "Broken Window" theory is that when a property is not taken care of that other criminal activity may ensue. I know that what you are saying is correct.
I do actually live in this neighbourhood as well.
I'm certainly not saying that this Graffti is not offensive or graphic, as all Graffiti is.
Having stated the challenges our neighbourhood has been facing since the closure of the buildings, I do sympathize; as i know there have been more than Graffiti and each one compounds onto another.
Iam trying to convey that the department that removes Graffit from these and other city owned buildings/parks and play equipment does not have the staffing capabilities to remove unless the Graffiti is curse words, racist or pictures of an offensive nature.
Facilities staff are trying to keep up with the removal of worse Graffit in other areas as well as keeping the regular duties completed.
