We are trying to get information on the regulations concerning fencing on our property. The ordinance isn't clear and we haven't heard back from the building department. Can you give us guidance or refer us to the proper source of information.

You're right about the applicable ordinances. I've read through all of them, and the ones pertaining to fences seem a bit confusing.
You might want to try contacting multiple people in our city's Building Department. All of their contact information can be found here:

Their main phone number is 203-946-8045.
Yeah, you really need to get a thumbs up from the Building Department before purchasing or installing a fence. There is a plethora of variables that apply to fences.
As a last resort to contact someone, you might want to visit their office located at 200 Orange Street, room 501.
