This is a very unhelpful comment. Which is the "appropriate department"? How can people follow up on this? Please try to be more specific in your responses.

The issue cannot be closed - it is still an issue - it has been a week since TWO telephone calls to me from the city assured me of two things: 1) it is the subcontractor's responsibility to secure the covers with asphalt all around and 2) that the issue would be dealt with immediately.
To day, we still are rattled and jarred every few minutes by passing cars over this loose, substandard cover. It has been impossible to sleep through the night - to the extent that last week I procured two orange cones and placed them on top of the piece of metal. This would have been the least that a concerned city or a responsible contractor could have done, no? Or a striped sawhorse?
