I called 311 twice already with no luck. Light been out 5 weeks now.

Side street light is completely out. Whole side street is busy and dark.

Lady puts out food in the alley and causes animals and rats to come eat. It's overwhelming at times. She's attracted all the rats to this alley. It needs to be stopped.
