    For the second consecutive week The New Haven Register and one of its advertisers C-town, have thrown plastic bags containing newspapers on private property on Westville, Yale Avenue in particular So now we have to pick up after them and pay through our taxes to get rid of them Perhaps theft of services? This has been a recurring issue over the years and the newspapers can pose a security issue for residents who are away on vacation, they can also clog snow blowers and I think it would be a problem if I drove to the NHR office each morning and threw various items that they might like on their property ,
