I would still file a complaint with the police & the BBB. I believe there is a consumer protection agency in the state as well. I am so sorry this happened to your mother. I hope she talks to you first about any costly repairs that have to be done, so you can look into these contractors to verify legitimacy. A reputable contractor will never require complete payment up front. A percentage is usually the rule. She has 3 business days to decide if she wants to proceed, even if she has already signed a contract. If you find this guy file a claim against him in small claims court.

Contact the State of Connecticut Consumer Protection Agency, you may be able to get the money back from a state fund.

She said that she had a funny feeling right after handing him the check. She found out a about the 3 day cancellation period and cancelled by email and phone within the period. Said that the voicemail box was full. She sees this as a blessing now after reading the review about the quality of his work. It probably would have cost her more to fix whatever work he attempted to perform. He told her that he was a “union mason”
