Any timeline on when a contractor with the licenses necessary to pour concrete within the public right-of-way can be hired to re-install the bike racks that fell out of the ground here?

Oh wait, sorry. This one was in existing concrete. The problem was the bolts didn't hold and someone must have unscrewed them (see the bike rack lying on the ground—it was gone within a few hours of me snapping this photo out the car window as my team hurried back to downtown to win 4th place in Cluefest 7).
