The Grant Street Partnership is a part of Cornell Scott-Hill. Perhaps you might direct your suggestion to Kelvin Kreho, CFO of Cornell Scott-Hill. You could probably get his email address or extension by calling them at 203-503-3000.
Upon performing a site inspection we spoke with the director of Grant St who stated the request was for inside the buildings lobby. We informed her that we can only install on the public right of way, and that this would unfortunately not be feasible outside of the building due to the degradation of the sidewalk. We encouraged the program to open a dialogue with the building owner regarding installation of a rack inside the lobby, or to pursue rehabilitation of the sidewalk to facilitate installation.

There is supposed to be an "Online Bike Rack Request Tool" at the city's website on the following webpage, but it was never embedded.
https://www.newhavenct.gov/gov/depts/traffic/bike_new_haven/bike_parking.htm
Scroll down on that webpage and you can see the big blank space where the tool is supposed to be embedded.
I wonder if TT&P knows about the failed tool.
Another option to request a bike rack would be to send an email to transportation@newhavenct.net
