I believe I must be misunderstanding the issue here. People loitering in a city? On a sidewalk? In front of a street vendor? That has got to be one of the most normal scenarios I've ever heard of.
The street vendor with the red canopy is selling fragrant body oils and the other vendor is selling hotdogs. What makes you think they are selling cigarettes? This sounds like a mirror image of most of the other baseless issues you have reported which are nothing more than gut feelings you have about street vendors and people who like to hang out in the downtown area.
How do you know the two vendors in the picture are too close to each other (closer than 33 yards)? Have you measured the distance?
From my perspective, those vendors are American citizens who are utilizing our great system of entrepreneurship to make money so that they can support their families. Sound familiar?
