I run down Hargett on Sunday mornings. I have seen homeless sleeping behind the big red brick house across the street from the Boylan Bridge Pub. I agree about the overgrown brush, in fact, I reported it on here last Spring. You can't use the sidewalk, I know I don't; it is dark and scary. I always run in the street from Boylan to the railroad tracks.

This one ended up with our Housing and Environmental Inspections Division. Our inspector has initiated a public nuisance case with a deadline of October 4. The inspector will follow up until the issue is cleared.

We have cleared the bushes on the r/w.

I agree, this area is still not safe. It's going to take a woman getting raped before this area is finally cleaned up. Shameful.

It looks much scarier in the dark. Thanks for sharing the picture. This is the 3rd time in less than a year that the same block has been reported on SCF. I had tried to re-open the issue, but the SCF wouldn't let me.

It baffles me why the City of Raleigh claims they "cleared" the sidewalk right of way. They only trimmed back the bushes on a few feet of this sidewalk.

Most of the problem here involves not the sidewalk, but bushes and brush on adjacent properties. Our Housing and Environmental inspectors have initiated a case, as noted in the thread above, that has a deadline for compliance of October 4. Please give them a chance to work through this process.

I thought maybe the City Folks went to another address and entered it here by accident. At my job, I usually do not close a project until it is finished. Why is this issue being closed when there is still a problem? Is the space between the edge of the sidewalk and the street curb considered the right of way? If so, the tree in the first photo is partially dead and the fork area is rotten. The picture was taken AFTER the city thinks they went out there. It would be nice if there was a Project Manager Type person who could implement a fix. Again Thanks for the opportunity to improve my city.

Here's why...When our Housing and Environmental inspectors begin a nuisance citation on a property there is a due process period of time which the property owner is given to bring the property into compliance. Compliance is the objective in all these quality-of-life issues, not punishment. At the end of this period of time the inspector follows up, and often the issue has not been addressed. The inspector at this point contacts the property owner - often by mail, and informs them that the City will abate the issue and charge the property owner for the abatement. This often results in a request for more time, which is often granted. If this does not solve the problem the Inspector will issue an order either to our Streets Department or to a private contractor to abate the problem and forward the cost to the Inspector, who then schedules a confirmation action on the City Council agenda, which involves an opportunity for a hearing. If the property owner shows up at the hearing and tries to make a case not to pay for this sometimes MORE time is involved before the charge is finally confirmed. As you can see, because of all this due process...necessary when government takes someone's money...this can take a lot of time. In order for us to effectively use the See Click Fix tool, every interaction with the system costs resources, so our policy is that when a Housing and Environmental nuisance case is begun, we have kicked off this process which our inspectors are very diligent at following up on to completion, so we close the issue at that point so both our field staff and office staff do not have to come back and interact with the system one more time each when the abatement or compliance is finally achieved. This saves the citizens a lot of money over the hundreds and thousands of issues that we field each year, and makes it possible to use See Click Fix without adding additional staff to manage it. We have a 100% follow-through rate on H/E cases...they don't fall through the cracks. That being said, sometimes citizens are expecting one thing and get another, because a lot of things they may feel need to be dealt with are not violations of any City ordinance. In this case adjacent property owners are responsible for clearing a lot of what you have identified, and we are doing what we can to hold them to their responsibility, give them due process to complete it, and are attempting to make use of this great tool in the most efficient way possible so we can keep it available to our citizens.

Thanks a lot to the City of Raleigh for taking the time to write this detailed explanation. I'm sure it will help many understand the process, and why it takes a long time. I think most will agree that in a case as described, the City has to follow due process and can't just go out on a whim a clean up for somebody and then charge them.
That said, it might be beneficial, if feasible easily, to leave such items open as pending, even if it may be for a few months. The City could post "Acknowledged, Inspections case pending, which may take several months". Otherwise we do have the issue as here that citizens keep re-reporting it. If someone goes in, and see it is open and being worked, it would be clearer about the status. This is also how it is explained somewhere in SCF FAQs.
To summarize, if feasible, in the interest of clarity and transparency, leaving it acknowledged and open until really completed might be better, and only marginally more labor-intensive. Thanks a lot again to the City for supporting that Open and very visible Process that SeeClickFix is!
