It looks like an old newspaper stand but I agree, they should do something creative.

There used to be a way to look this up via the Vision Appraisal website. Maybe you can try that, or look it up on Zillow. Also, the city used to do a sealed bids program where they sold off blighted and abandoned properties with bids starting at $1, with a written plan proposal attached. I think that they should bring that back again, as a lot of people could buy up these types of properties and attempt to make them into legitimate businesses again.

248 Crown St., but there is no information in Vision Appraisal. The tax assessor's office has a record of an unpaid tax bill, for a catering business/sandwich shop, at that address, from the 1980's.
Could be that the parcel is included in 123 College St., but it doesn't look that way on any of the city maps. You will have to find the parcel id and search the land records. Maybe someone at the Hall of Records knows?

Actually after looking at the lot lines on the image posted by the guest commenter below, I think the address is actually 248 Crown. 250 is the inhabited house next door. The search continues!

The tax system says the legal address is 250. There are two buildings on the lot but the property is know as 250 Crown Street.

Technically speaking you might consider keeping the issue open, until we find out why it has been "abandoned-looking" for so long and what might be done about it. It is an eyesore.
