This continues to be an issue.
The main culprits are people who don't care if trash falls on the ground and gets blown throughout the park.
However, if the heavy trash bins at all the entrances were fitted with removable and emptyable can inserts that were appropriately wide then one pizza box wouldn't sit on top of an empty can blocking it while the unmotivated who could just push it in simply place their trash on top of it until it all soon spills over and is spread around the park by wind and dogs.

The issue remains unfixed because the comically narrow insert bins within the iron rubbish fixtures are not sized for municipal litter disposal in a busy urban park frequented by some who are not disturbed if litter falls on the ground. This hardware issue is a mistake that needs fixing, City of New Haven Department of Parks and Recreation.

This continues to be an issue. Along with the accumulation next to the park trash bins of household garbage dumped by residents who forgot to put it out for the weekly pickup.
