About 15 minutes ago "not sure if this is anything - there is a white skin guy in a black suit with a blue umbrella going door to door asking to check kilowatts or something - his voice is muffled -- it just happened about 15 minutes ago.
The resident then called me to say that they did not observe any marked vehicle indicating an electric company near the resident's home.

I would call the electric company to see if they sent someone out. even though its afterhours, there is still someone there for urgent situations. Just press 0 or press the number they have for emergencies.
Anyway, if in doubt, always call the police.
