Vendor, subcontractor or contractor procured by COH to demo and replace sidewalks along Live Oak St. near riverside park and calumet st. left sidewalks in unacceptable conditions which should not have passed inspection or met specifications in payment application. Contracted Personnel sprayed what the project engineer refers to as a hardening compound to the concrete after final finishing. The result is a finished sidewalk with white splatter resembling dusting or efflorescence. It appears the contractor sprayed a poorly mixed cement directly on finished concrete leaving an unacceptable finish which they claim will dissipate with time,
