Cars drive up either side of the hill on 21st Street at sometimes 40 mph and are not able to see the top of the hill where pedestrians are often crossing. I have personally almost been hit here several times over the past few months. A four-way stop is needed immediately.

I see motorists bombing down this street every day, while pedestrians run across the intersection to avoid being hit.
