Steffan Manor School students have to take this walkway going and coming from school so why doesn't the City of Vallejo care about these children?

This crumbled sidewalk does not have a yellow cutout to be in compliance with ADA rules especially being this close to a school. Don't schools have any priority under ADA guidelines?

    East on Redwood making a left hand turn on to Northbound Admiral Callaghan Lane. The traffic signal on the pole in the middle of Redwood Street that has the green left turn arrow has a burnt out RED signal bulb. The YELLOW and GREEN are OK.
