Electrical or sprinkler control panel was found dangling open. Suspicion of vagrancy related theft of electricity. ODOT notified by email 12/27/2020.

Any transient camp related electricity theft from lamp poles that are not directly metered means depending on where it is happening in Portland, Portland General Electric or Pacific Power's investors suffer the loss, because they're private investor owned utilities.
