The construction is a Dogtown development project. Their office is right next door on Louise and 34th. Drop them a note in the mail slot saying their contractors are blocking the street, and they will almost certainly take care of it.
The city will never pay attention to such things, and besides it's a police/traffic matter which SCF doesn't route to, or at least not in any timely fashion.
