Agree that it does not currently warrant a signal, but what exactly is the intervention being proposed at this intersection in Phase IV plans? If you are crossing to a grade-separated cycle track on Water Street, I think you probably need a button-activated signal, similar to the trail crossing at Skiff Street in Hamden prior to the building of the tunnel
