Mandana Blvd between lakeshore and grand ave is extremely unsafe for pedestrians and also cars turning on yb the road from side streets such as york, Warfield, Walker and Eerie. Cars traveling both up and down the hill (which is a blind hill in both directions) travel at high speeds. Cars do not slow down for pedestrians crossing the road and it is dot fees unless for pedestrians to walk all the way down the hill in order to cross safely and then walk back up. It is imperative for the safety of our neighborhood, the children and adults and pets who walk this street or drive on it that we put in a speed limit sign o, speed bumps and pedestrian crosswalks. I would love to see mandana become a safer place to walk

I see (CVC § 21950) that pedestrians have right of way “… within any marked crosswalk or within any unmarked crosswalk at an intersection, except as otherwise provided in this chapter.”
But as the original poster noted, pedestrians often have to wait for traffic, and it may come quickly.
It seems that a couple of marked crosswalks—perhaps one on each side of the hill & maybe one at the top?—might help remind drivers of their obligations & common courtesy.
I see Berkeley often has flashing lights that pedestrians can activate. I haven't noted these in Oakland but this hill might be a place to start.
