These are carefully placed for all to see..Like the one i saw at Comcast on Olive Street , at 11 in the morning two feet from the door with a security guard standing in the door one's there ..

When throwing it away it's the same thing , tape it , put it in a bag,then a box , then in a trash bag deep , it's the least the junkie can do to show how considerate they are.. These i espy about NH are conspicuous , placed out in the open on busy sidewalks and paths , so all can see. Even finding one at Comcast at 11 am with a security guard standing there was a brand new very clean maybe recently "dropped" needle.
I wouldn't doubt if someone is already proposing to hire a white coated union person to drive around and pick up after themselves ..
