The dog owner, a white husky puppy, is being left in a crate inside the apartment for 16+ hours a day. The poor puppy howls all night and kicks at the crate. They NEVER take the dog outside to the bathroom. Several neighbors have complained to animal control when the dog was being tied to the balcony and urine and feces were running down to other apartments. All animal control did was give her a timeline on registering the dog; told her to not leave it on the balcony. She told the officer she was ‘crate’ training the dog. This call was about neglect, not vaccines and registration. She left the dog for three days over the weekend only came home twice, NEVER took the dog out to the bathroom. It is absolutely inhumane to listen to this dog cry for 16 plus hours. The dog needs to be removed from the premises.

Also, Officers cannot remove any animal from the premises without adequate probable cause, such as a major cruelty violation.
