North Castle is correct -- based on this map (https://planning.westchestergov.com/images/stories/MapPDFS/countystaterdsparks.pdf), that part of the roadway is maintained by Westchester County. Reporting it to NYSDOT is good, because they too can make inquiries with Westchester County, but giving Westchester County DOT a call is more direct. Good luck.
