I would like to know what Special Permit that Eloise's Food Bank has to close down the sidewalks on E. Morton and McKinley Ave. clients waiting in line are leaning against the new Mural that was installed this summer I was also physically assaulted on Friday 12/22/23. .

The cones that are used to guide the line up for the foodbank such that the lineup is managed to be less impactful of the full sidewalk width does not require a permit.
The City of Tacoma does not regulate the activity of those standing in-line for the food-bank, therefore would not issue any citations as it relates to the mural in question.
