Descripción
There is hole in the fence which separates the library from a resident building and a halfway house. Addicts and all sorts of scum persons are using the hole for easier access to their drug procuring from the building adjacent to the library which helps to create an unsafe environment for library patrons and staff. The hole has been present for many months!

Q. Is the problem blight (trash, etc) outside, or is it a problem with the building (illegal use, housing code violation, etc)?
