This wheel chair ramp was installed per City standard. It is typical to install a wheel chair ramp at all intersecting roads. It is Federal Highway, NCDOT and City policy not to mark or delineate un-controlled crosswalks with a crosswalk marking. Un-controlled crosswalks are referred to as mid-block crosswalks regardless if they are at an intersection. These crosswalks are not condoned since there is no traffic control device to stop traffic. They tend to give pedestrians a false sense of security and can cause an unexpected conflict for drivers (drivers expect conflict at stop control and signalized intersections). In addition, installing unwarranted crosswalks lower their effectiveness and create more thermoplastic markings that need to be maintained.
The only time the City installs or maintains a mid-block crosswalk (developers sometimes install un-warranted ones) is when there is a documented history of high pedestrian activity. If this occurs, the md-block crosswalk is seen as a tool to improve the safety for an existing pedestrian pattern (not encourage one). We can have this location counted. If pedestrian activity is observed to be high (above a certain threshold), we will install the marked crosswalks.
